About Raj
Rajesh D. Nayak is the principal of Blue Agenda LLC. Most recently, Raj served as the Assistant Secretary for Policy at the United States Department of Labor, a Senate-confirmed position overseeing the Department’s regulatory agenda, forward-looking policy development, and evaluation offices. Raj previously served in a range of senior roles at the Department of Labor in the Obama Administration, including as the Secretary’s Deputy Chief of Staff, Deputy Assistant Secretary for Policy, and Senior Counsel to the Solicitor of Labor.
Outside of government, Raj has worked in nonprofit organizations both as an attorney and a senior leader. He was the Deputy Executive Director of the National Employment Law Project, where he helped to lead the organization’s restructuring and managed its senior leadership. He previously worked as an attorney at NELP, the Brennan Center for Justice at NYU School of Law, and the Shriver Center in Chicago.
Raj earned an undergraduate degree in public policy from the University of Chicago and a law degree from Yale. He holds fellowships at Harvard Law School and the Washington Center for Equitable Growth, and he serves on the Board of Directors of the National Employment Law Project and Jews United for Justice.

Helped manage a federal cabinet agency with 16,000 employees.
Coordinated both the Obama and Biden Labor Departments’ ambitious regulatory agendas, overseeing the publication of more than 100 proposed and final rules total.
Collaboratively designed more than a dozen retreats and convenings from small teams to full organizations to multi-stakeholder events.
Helped lead organizational transitions both inside and outside of government, including the Biden Department of Labor and the restructuring of a national nonprofit organization.
Advised on policy development in states and cities around the country.
